My late and ex referred to this activity, per the US legal code, as “creating a public nuisance” or “CPN.”
Example: “Everyplace was closed when I got off the Metro and I had to CPN on the grass at the foot of the Veterans’ Memorial.”
Somehow, he still managed to die in bed…
